Housing, utilities or travel assistance - Provided to an employee working in a prescribed zone

Generally, if you provide a benefit or an allowance for housing, utilities or travel assistance to your employee, the benefit or allowance is taxable.

Depending on your situation, the travel assistance benefit or allowance you provide to your employee in a prescribed zone , may not be taxable. Where the benefit for housing or utilities is provided to an employee who works or lives in a prescribed zone, the value of the benefit will be based either on its fair market value (FMV) or the ceiling amount if the place does not have a developed rental market.

What is travel assistance

If you provide travel assistance by any mode of transportation you own or charter to your employees that is not for business travel, they receive a taxable benefit. The value of that benefit is based on the fair market value of the transportation provided.

When your employees travel other than by air, the benefit for travel assistance may include:

  • Automobile expenses
  • Meals
  • Hotel and motel accommodations
  • Camping fees
  • Taxi fares
  • Road and ferry tolls

You can provide travel assistance benefits in many ways, such as:

  • Travel allowance before the trip, such as a certain amount per hour, or on some other periodic basis
  • Lump-sum payments to your employee before or after the trip is taken

What are the ceiling amounts for housing or utilities

For prescribed zones without a developed rental market, the ceiling amounts are the maximum value of a housing or utilities benefit that you can include in your employee’s income.

The following table shows the monthly ceiling for housing or utilities benefits (including GST/HST) for the years 2006 to 2026, by type of housing and utilities.

Common shelter

A common shelter means a bunkhouse, rooming house, or dormitory. It does not include the accommodations described under the categories apartment and duplex, or house and trailer.

What is the fair market value (FMV)

FMV is the highest price that can be obtained in an open market between an informed and willing buyer and an informed and willing seller who are dealing at arm's length.

Generally, the FMV of a benefit is the price that could be reasonably charged for the use of that benefit in an open market (that is, the market price for a similar benefit in the surrounding area).

This determination must be done based on a review of the facts in each specific situation.

GST/HST on the taxable benefit

If the benefit is taxable, the value of the benefit may include the GST/HST or PST that you are required to pay. You must also include any PST that would have been payable if you were not exempt. For example, meals, utilities, travel assistance and short-term accommodations may be subject to GST/HST.

        All places in the Yukon, Nunavut, and the Northwest Territories are located in a prescribed northern zone.

    2. Determine if the housing or utilities benefit is provided in a place with a developed rental market

      If you provide housing or utilities to your employee who works in a prescribed zone , you must determine if the place where you provide the benefit has a developed rental market to determine the value of the benefit.

      The following cities and towns in prescribed zones have a developed rental market:

      • Dawson Creek, British Columbia
      • Fort McMurray, Alberta
      • Fort St. John, British Columbia
      • Grande Prairie, Alberta
      • Labrador City, Newfoundland
      • Thompson, Manitoba
      • Yellowknife, Northwest Territories
      • Wabush, Newfoundland
      • Whitehorse, Yukon
  3. Determine if the benefit or allowance is taxable

    Generally, if you provide a benefit or an allowance for housing, utilities or travel assistance to your employee, the benefit or allowance is taxable.

    Non-taxable situation

    If you provide a benefit or an allowance for travel assistance to your employee who works in a prescribed zone (step 2), the benefit or allowance is not taxable if one of the following apply:

    • The travel assistance was provided for business travel.
    • The travel assistance is provided for medical travel that was paid or reimbursed under the terms of a private health services plan, including payments you made because of an obligation under a collective agreement

    Taxable situation

    Unless the benefit or allowance for travel assistance was provided to your employee in one of the above situations, the benefit or allowance is taxable.

    You must report taxable travel assistance in your employee’s income in the year they receive it, no matter when your employee or members of their household travel.

    However, when you give your employees travel assistance benefits other than cash or refundable tickets (such as travel warrants, vouchers, or non-refundable tickets), the employees do not receive any benefit until they or members of their household take the trip. The benefit is income for the employees in the year the trip starts, and you should report it in that year.

    If you do not identify and report the amount of the taxable travel assistance which was for medical travel, the CRA will consider all of the travel assistance to be for vacation or other travel and your employee will not be entitled to claim a deduction for medical travel.

  4. Calculate the value of the benefit

    If the benefit is taxable, the value of the benefit is equal to:

    Housing or utilities

    • With a developed rental market

      If the housing benefit is provided for a place in a prescribed zone with a developed rental market , use the following to calculate:

      Housing benefit
      • Fair market value (FMV) of the rent, including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for housing to be included on the T4 slip using code 30 and box 14
      Utilities benefit
      • Fair market value (FMV) of the utilities, including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for utilities to be included on the T4 slip using code 40 and box 14

      Example - Calculation

      An employer provided their employee with housing which has a fair market value of $4,000 for a place in a prescribed zone with a developed rental market. The accommodations were owned by the employer.

      Calculate the housing benefit
      • $4,000 is the FMV of the rent
      • minus $0 as the employee did not reimburse the employer
      • equals $4,000 is the value of the benefit for housing to be included on the T4 slip using code 30 and box 14

    • Without a developed rental market - Housing you own

      If the housing benefit is provided for a place in a prescribed zone without a developed rental market for housing you own, use the following to calculate:

      Housing benefit
      • Lesser of the fair market value (FMV) of the rent and the ceiling amount , including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for housing to be included on the T4 slip using code 30 and box 14
      Utilities benefit
      • Lesser of the fair market value (FMV) of the utilities and the ceiling amount , including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for utilities to be included on the T4 slip using code 40 and box 14

      Example - Calculation

      An employer provided their employee with housing with a fair market value of $4,000 for a place in a prescribed zone without a developed rental market . The accommodations were owned by the employer. The ceiling value of the housing was $3,000.

      Calculate the housing benefit
      • $3,000 is the value of the housing because the ceiling amount was less than the FMV
      • minus $0 because the employee does not reimburse the employer
      • equals $3,000 the value of the benefit for housing to be included on the T4 slip using code 30 and box 14

    • Without a developed rental market - Housing you rent from a third party

      If the housing benefit is provided for a place in a prescribed zone without a developed rental market for housing you rent from a third party, use the following to calculate:

      Housing benefit
      • Lesser of the amount you pay the third party for the rent and the ceiling amount , including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for housing to be included on the T4 slip using code 30 and box 14
      Utilities benefit
      • Lesser of the amount you pay the third party for the utilities and the ceiling amount , including any applicable GST/HST and PST
      • minus Any amounts your employee reimbursed you
      • equals Value of the benefit for utilities to be included on the T4 slip using code 40 and box 14

      Example - Calculation

      An employer paid a third party to provide their employee with housing with a fair market value of $4,000 for a place in a prescribed zone without a developed rental market. The accommodations were owned by the third party. The ceiling value of the housing was $3,000.

      Calculate the housing benefit
      • $3,000 is the value of the rent because the ceiling amount was less than the amount you pay the third party
      • minus $0 because the employee does not reimburse the employer
      • equals $3,000 is the value of the benefit for housing to be included on the T4 slip using code 30 and box 14

    Travel assistance

    • Value of the travel assistance
    • minus Any amounts your employee reimbursed you
    • equals Value of benefit for travel assistance to be included on the employee’s T4 slip using code 32 (and code 33 if part of the travel assistance is related to medical travel) and box 14

    Example - Calculation

    An employer provided their employee working in a prescribed zone with plane tickets for two distinct trips over the course of the tax year. One plane ticket, which had a FMV of $2,000, was for the employee to take a trip from the special work site to a nearby city to undergo a medical procedure which was not available in the area where they were working. The other plane ticket was provided by the employer to help the employee go on a family vacation. The FMV of the ticket was $850.

    • $2,850 ($2,000 + $850) is the total value of the travel assistance
    • minus $0 because the employee does not reimburse the employer
    • equals $2,850 is the value of benefit for travel assistance in a prescribed zone to be included on the employee’s T4 slip using code 32 and box 14, and $2,000 is the value of the benefit for medical travel assistance to be included using code 33

    If you provided a taxable allowance, the value of the benefit is the amount of the allowance.

    The amounts must be included in the pay period they were received or enjoyed.

  5. Withhold payroll deductions and remit GST/HST

    The withholding and remitting requirement depends on the type of remuneration: cash , non-cash , or near-cash .

    If the benefit is taxable, you must withhold the following deductions:

    Exception: Income tax withholding for payments for travel assistance in a prescribed zone

    For travel assistance payments in a prescribed zone (step 3), where your employee agrees in writing to use the payment entirely for vacation or medical travel, you may waive the requirement to withhold income tax depending on where they live:

    • If your employee lives in a prescribed northern zone, you may waive the full amount of the payment.
    • If your employee lives in a prescribed intermediate zone, you may waive 50% of the payment.

  6. Report the benefit on a slip

    If the benefit is taxable, you must report the following on a T4 or T4A slip:

    • T4 slip - Employer

      • Non-cash and near-cash: Option 1
