Allowable ceiling amounts
There are allowable ceiling amounts for different types of accommodation. Use these ceiling amounts to help determine the value of the housing benefit you provide in places in prescribed zones that do not have developed rental markets.
The amounts are considered to include any GST/HST that applies, so you do not have to calculate this amount. If the amount of the housing benefit you report is based on the fair market value, you have to calculate and report any GST/HST that applies. If the total of the fair market value, plus GST/HST, is more than the allowable ceiling amount, report the allowable ceiling amount as the housing benefit.
If more than one employee occupies the same accommodation, divide the total housing benefit by the number of occupants.
Ceiling amounts for housing benefits paid in prescribed zones
This is an update of the ceiling amounts for rent and utilities for 2023.

Housing benefit ceiling amounts
For prescribed zones without a developed rental market, we have increased, where applicable, the ceiling amounts for rent and utilities to reflect the increase in the shelter part of the consumer price index. Use the following amounts to determine the maximum value of a housing benefit that you report for employees in prescribed zones.
Common shelter
A common shelter means a bunkhouse, rooming house, or dormitory, and excludes the accommodations described under the "Apartment and duplex" or "House and trailer" categories.
2024:
- $240 per month
2023:
- $227 per month
Apartment and duplex
An apartment or duplex includes a triplex or other multiple-unit building, and excludes a semi-detached house, row house, or similar accommodation, or a dwelling described under either the "Common shelter" or "House and trailer" categories.
2024:
- $648 per month, rent only
- $315 per month, utilities only
- $963 per month, rent and utilities
2023:
- $612 per month, rent only
- $297 per month, utilities only
- $910 per month, rent and utilities
House and trailer
A house or trailer includes a detached, semi-detached or row house, trailer, and excludes accommodations described under either the "Common shelter" or "Apartment and duplex" categories.
2024:
- $1,084 per month, rent only
- $479 per month, utilities only
- $1,563 per month, rent and utilities
2023:
- $1,024 per month, rent only
- $452 per month, utilities only
- $1,476 per month, rent and utilities
