The new Canada Customs and Revenue Agency (CCRA) inherits a world-class reputation from its predecessor, Revenue Canada. At the same time, we face a number of major challenges, many of which are related to the globalization of Canada's economy and the implementation of new technologies: increasing trade, increasing numbers of people crossing our borders, and a growing economy with more corporate and individual taxfilers than ever before. These are enviable indicators of a dynamic and prosperous economy. They also place unique demands on the CCRA.

The pressure to fulfill our mandate, continue to provide high-quality services, and support Canada's growing economy means that the CCRA must be innovative. This begins with innovation inside the organization. To continue earning our reputation for excellence in customs and revenue administration, the CCRA must ensure that our internal systems and services are up to the same level of quality as those we use with our external clients—the businesses, organizations, and individual Canadians we serve. For example, we have dramatically reduced the amount of time it takes for an individual Canadian to receive an income tax refund. Now, with the CCRA's new human resources regime, we are striving to significantly reduce the amount of time it takes to staff a position within our organization.

These improvements are captured in our goals and corporate objectives, which are at the heart of this inaugural Corporate Business Plan. The strategies that we will employ, be they in working more closely with provinces and territories, in business systems redesign, or in the services we provide to our employees, are all aimed at improving service to Canadians. It is an ambitious agenda, but with the continued dedication and professionalism of the people that work in the CCRA, I am confident we will be successful.
