An Overview of CCRA Operations

Before outlining the context for the CCRA's new directions and the corporate objectives we will pursue, the following overview of the new agency structure provides some background information. We have a new Board of Management to guide our organization in meeting our goals and corporate objectives. It consists of 15 federally appointed members, 11 of whom are chosen by the Governor in Council from lists of nominees submitted by the provinces and territories. These individuals come from the private and voluntary sectors, representing the taxpayers, charitable organizations, importers and exporters, and businesses, small and large, that we serve. They bring the priorities and concerns of Canadians directly into the management of the CCRA.

The following diagram displays the Board of Management within the organization structure of the CCRA.


Business Overview

Historically, Revenue Canada identified six business lines: assistance to clients and assessment of returns; verification and enforcement; revenue collections; appeals; customs and trade administration; and administration and information technology. Discussions are underway with Treasury Board to finalize a Planning, Reporting, and Accountability Structure (PRAS) for the CCRA.

To provide a basic picture of day-to-day operations, the following table provides an overview of the CCRA's key activities, challenges, and performance targets for 2000-2001.

  • assist with the implementation of the National Firearms Initiative

  • maintain and support the annual filing season
  • meet ongoing pressure for improved telephone accessibility
  • address the annual intake of accounts receivable
  • manage the effects of workload growth on our enforcement programs
  • manage growth in traveller and trader volumes
  • strengthen contraband prevention and invest in detection equipment
  • manage legislative and policy changes (e.g., flowing from new international trade agreements)
  • ensure a sound IT infrastructure and renewal strategy
  • align HR strategies with business needs
  • ensure adequate levels of investment in infrastructure

  • process more than 23 million individual and trust tax returns, 1.2 million corporate returns, and 2.1 million GST/HST returns
  • generate more than $5.7 billion from our verification and enforcement activities

  • aim for 93% client satisfaction for travellers' services
  • process 12 million commercial releases
  • aim for 60% participation in ACROSS (Accelerated Commercial Release Operations Support System) machine releases
