Application of rates of pay for students:
- Rates of pay are determined at the initial appointment or reappointment stage and are based on the student's current academic level.
- The rates of pay are designed to provide management, in accordance with the Human Resources Delegation of Authority, with a certain amount of flexibility, which means that management can pay the students at any step above the minimum rate. The rate of pay selected should allow for a meaningful progression in the salary range on subsequent assignments. To determine an appropriate rate of pay within the respective pay scale, the following factors should be considered:
- Relevant or previous work experience: Does the student meet specific experience criteria you have found difficult finding in the past? Is this student likely to take this experience elsewhere if you started them off at the bottom of the appropriate pay scale?
- The rates of pay of other students in the office and/or geographic region/branch: What is the possibility that the student will compare their duties and rate of pay with another student? It’s a small world and students will talk. Chances are they could have classmates or friends who work somewhere else in the office or in another office in the same city. It is important to consider fairness and consistency in terms of the rates of pay for students in the same office or city.
- Availability of students from a particular field of study (for example, where there is a shortage of students from a particular field of study): If you are hiring for a very specific job, or from a very limited student feeder group and you have had difficulty attracting or keeping a student for this job, you may want to consider a higher rate of pay within the pay scale to make the position more attractive. However, there would be very few student jobs that would likely require this consideration.
- The student's longer term academic objectives and the possibility of subsequent assignments: How long do you think the student may potentially work under CRA’s student employment program? If you are hiring a student who is in their first year of a bachelor’s degree, and who plans to do two back to back bachelor’s degrees, you may want to have some room for increases in subsequent years and therefore you would not necessarily want to start them off too high in the pay scale.
- Students enrolled at a university in a pre-university year are to be remunerated at the college/CEGEP level.
- Students who have completed a university degree and continue their studies at a college in a related field of study are to be remunerated at the step in the salary range for university undergraduate studies which is not less than the salary earned in the previous year.
- If the applicable provincial or territorial minimum wage rate is higher than the current maximum offered for the corresponding academic level of the student, the provincial or territorial minimum wage rate is to be applied.
