COVID-19 Update: New Leave With Pay Codes for COVID-19 – April 20, 2020

The Office of the Chief Human Resources Officer (OCHRO) will require all departments and agencies to report on the amount of leave with pay taken due to COVID-19 as well as the reasons for this leave at the end of the pandemic. The use of this data will influence and provide direction on the future of crisis-management within the public service. As such, effective April 1, 2020, new leave with pay timecodes will be available to all employees for various situations relating to the COVID-19 pandemic.


Note

Absences under code 6990 for dates prior to April 1, 2020 do not require amendments by a role 43 (Time Administrator) in CAS. Timesheet entries currently coded as ‘6990- Leave with pay other reasons’ due to COVID-19 from April 1, 2020 to present can also remain unchanged. Employees are asked to start using these new codes for new timesheets entered going forward for dates in the current fiscal year.

Please do not make any retroactive timesheet adjustments to change code 6990 to one of the new codes.

What does this change mean?

Time Sheet Changes to Absence types

Effective April 1, 2020, all employees will use the following absence types for paid leave related to the COVID-19 pandemic on their timesheets:

6990 – Leave with pay – Other reasons (unchanged)

  • This code is to be used for hours not worked for other reasons not covered by one of the new codes below.
  • This code applies to both COVID-19 related and non-COVID-19 related situations.

6991 – Leave with pay – COVID-19 Illness

  • This code is to be used for hours not worked when an employee has tested positive for COVID-19 or displays symptoms of COVID-19.

6992 – Leave with pay – COVID-19 Family Care

  • This code is to be used for hours not worked due to school and daycare closures where no alternative arrangements could be made.
  • This code is also for hours not worked by employees that are caring for family members and are unable to work remotely.

6993 – Leave with pay – COVID-19 Technology

  • This code is to be used for hours not worked due to limitations of employee technology, including VPN access or lack of work equipment or tools to perform the duties from home.

6994 – Leave with pay – COVID-19 Work limitation

  • This code is to be used for hours not worked due to the CRA’s limited work schedule as a result of Business Continuity Plans being restricted to critical employees only.

Personal Leave Status Report (PLSR) Changes

The new COVID-19 codes are not associated with a quota bank. However, usage of the new leave with pay time code will be displayed under the heading “Absences” at the bottom of the PLSR.

Any questions should be directed to your supervisor.

For substantive executive employees, any questions should be directed to the Talent Management and Executive Compensation Section at Executive Performance Management-Nat / Gestion du rendement des cadres-Nat (CRA/ARC).
