The Minister of National Revenue heads the Canada Customs and Revenue Agency (CCRA). The Board of Management (BoM), which is responsible for overseeing the organization and management of the CCRA's policies related to resources, services, property, personnel, and contracts, reports directly to the Minister. The Commissioner and Deputy Commissioner report to the Minister on the day-to-day administration and enforcement of program legislation for which the Minister is accountable, and to the BoM on day-to-day management issues.

The CCRA plans and reports according to the following five business lines:

  • Customs Services
  • Tax Services
  • Benefit Programs and Other Services
  • Appeals
  • Corporate Management and Direction

At Headquarters (HQ), we have five program branches and seven corporate branches. We also have six regions.

The following is a brief overview of how our business lines, branches, and regions are organized.

In terms of our HQ and corporate structure, responsibility for Customs Services rests mainly with the Assistant Commissioner of Customs Branch.

Responsibility for Tax Services rests mainly with the Assistant Commissioners of the Assessment and Collection Branch, Policy and Legislation Branch, and Compliance Programs Branch.

Responsibility for Benefit Programs and Other Services rests mainly with the Assistant Commissioners of the Assessment and Collections Branch and the Policy and Legislation Branch.

Responsibility for Appeals rests mainly with the Assistant Commissioner of Appeals Branch.

Responsibility for Corporate Management and Direction rests with the Assistant Commissioners of the Policy and Legislation Branch, Human Resources Branch, Finance and Administration Branch, Information Technology Branch, and Public Affairs Branch, as well as with the Director General of Audit and Evaluation Branch and the Senior Counsel for Legal Affairs.

In terms of regional operations, the regional assistant commissioners contribute directly to and advance the operational direction of each of our five business lines.

Note: The HQ and regional assistant commissioners, the Director General of Audit and Evaluation, and the Senior Counsel of Legal Affairs all report to the Commissioner of the CCRA.
