Submitting forms to the Compensation Client Service Centre (CCSC) using electronic signatures
With a large number of our employees working remotely during the COVID-19 pandemic, or unable to work, we realize you may not have access to a printer and scanner and cannot get a physical signature on compensation forms.
If you cannot obtain a physical signature on the form, you can have them signed electronically and submitted to the CCSC for processing. The CCSC will accept manager approval in the following two formats:
- Digital signature: employees would have to use an AdobeĀ® form that they can sign electronically and email to their manager. The manager would have to sign the form electronically to exercise their authority for section 32/34 and then either the employee or the manager can send the form to the CCSC for processing. The system uses entrust to authenticate the signature, and once signed by the manager, the form cannot be changed.
- Authorization via email from the manager: When an AdobeĀ® version of a form is not available, and there is no signature (either physical or digital) on the form, an email from the manager's CRA account can be used as authorization. The email must include the form or supporting documentation and must specify which authority the manager is exercising (for example, section 34). The approval must come directly from the delegated manager's CRA email account. An email 'on behalf of' would not satisfy the requirement to authenticate the delegated manager exercising spending and financial authorities. The email cannot originate from a personal email account.
If the delegated manager does not have access, they should escalate to the next level of manager who is connected. This above process applies to compensation forms only. For questions on letters of offers, managers can contact their resourcing center of expertise.
