Labour disruptions impact at the Canada Revenue Agency
Overview
The Canada Revenue Agency and the Public Service Alliance of Canada, Union of Taxation Employees (PSAC-UTE) have reached a tentative agreement, ending the strike affecting 39,000 represented employees of the Canada Revenue Agency (CRA).
Following this labour disruption, we will work to resume our operations. However, some CRA services may continue to experience delays. We thank you for your continued patience. The CRA is committed to being transparent with Canadians about effects to services. We will update this page to tell you what services have been and are being restored.
Tax filing deadline
The deadline to file your 2022 income tax and benefits return has now passed. If you have not yet filed your return, there are many self-service options available to you. We encourage you to use the filing services outlined on the Personal income tax web page. You can also visit Learn about your taxes for step-by-step instructions.
So far, approximately 95% of the 21.7 million people who have filed have done so using self-service digital options. Most Canadians should have taken steps to ensure their return was filed by May 1, 2023, along with having paid any balance owed. If you or your spouse or common law-partner are self-employed, you have until June 15, 2023, to file your 2022 tax return.
If you missed the deadline, the CRA continues to accept all returns or adjustment requests. Those that are filed digitally will largely be processed automatically by the system without delay. Filing your return will ensure you continue getting the benefit and credit payments you are entitled to.

Service impacts
There may be some service impacts over the next few days and weeks as services return to full capacity.
Notably, there may be delays in processing some income tax and benefit returns, particularly those filed by paper.

- Benefits and credits for individuals
All benefits linked to the filing of a tax return such as the GST/HST credit, Climate action incentive payment (CAIP) and the Canada workers benefit will continue to be issued.
Canada child benefit (CCB)
- The CCB program is running at full capacity again. This includes the availability of contact centre agents to respond to queries pertaining to benefits, and the processing and the issuance of benefit payments.
Phone lines
- CRA’s Benefit Enquiries line at 1-800-387-1193 continues to operate, responding to calls in regards to issuing benefit payments.
- Individual
- Individual enquiries lines are open.
- Priority is given to callers who need to file a tax return to obtain family or child benefits.
- All paper returns and mail sent to the CRA will be stockpiled for future processing. Your return will be considered filed on time if the CRA receives it, or is postmarked, on or before May 1, 2023.
- It is important to note that people can always make changes or adjustments to their income tax and benefit return anytime by using ReFile or Change my return.
Free tax help
- Free tax assistance is available to those with a modest income and simple tax situation through the Community Volunteer Income Tax Program.
- We recommend you call the clinic before visiting to confirm that it is operating.
- For residents of Quebec, tax clinics are offered through the Income Tax Assistance – Volunteer Program, in partnership with Revenu Québec.
- Qualifying Canadians who received an invitation letter may still file their tax return through the Canada Revenue Agency’s automated phone service File my Return.
Drop box
- Drop boxes opened for this tax season remain operational.
- All paper returns received through drop boxes will be stockpiled for future processing. Your return will be considered filed on time if the CRA receives it, or is postmarked, on or before May 1, 2023.
- Confirmation/acknowledgement of receipt will be provided once submitted.
- E-services
My Account
- Canadians are encouraged to use CRA’s online services to manage their tax affairs. There are many tasks that taxpayers can complete by logging into My Account.
- Canadians who registered for the CRA’s online services will soon receive the letters containing the CRA security code.
- Canadians are encouraged to register for online services including My Account for Individuals, My Business Account (MyBA) and/or Represent a Client (RAC).
- Once you receive your security code in the mail, it is important to complete your registration.
- Canadians registering for My Account will have access to limited services until they complete the registration process by entering the security code.
- Canadians who are locked out but who had previously completed the registration process, may be able to regain access after successfully completing the caller verification process when contacting the individual tax enquiries line.
- The CRA has alternative ways of registering for My Account without a security code:
- Using a provincial digital credential from either the Province of British Colombia (BC Services Card) or the Province of Alberta (Alberta.ca Account).
- If you have already registered for ESDC’s My Service Canada Account, there is a link that will securely transfer you to CRA My Account.
- We encourage tax preparers to continue to submit tax returns and adjustment requests electronically whenever possible. It is the fastest way to have returns assessed and refunds issued.
- There are also a variety of NETFILE-certified software products to meet your needs, some of which are free.
My Service Canada Account
- You can access tax information from My Service Canada Account (MSCA).
- To access your tax slips online, you must register or sign in to MSCA.
- You can also access CRA's My Account for Individuals directly from MSCA.
My Business Account or Represent a Client
- Businesses, representatives, tax preparers and charitable organizations are encouraged to use My Business Account or Represent a Client to manage their tax affairs or the tax affairs of their client/organization.
Chat service
- Online chat with a CRA agent is available.
- If you need a quick answer to a question, Charlie the chatbot is at your service. Look for Charlie on the CRA homepage and on many other CRA web pages on Canada.ca.
- Canadians are encouraged to use CRA’s online services to manage their tax affairs. There are many tasks that taxpayers can complete by logging into My Account.
- Payments
- The Debt Management Call Centre is open.
- Make a payment to the CRA for personal income taxes, business taxes, or some government programs.
- The deadline to pay your balance owing has now passed. You will be charged interest on any taxes that you owe if you haven’t paid yet. If you can, it is best to pay in full.
- There may be delays in processing payments made by cheque or in person at financial institutions.
- Your payment date will be confirmed by the postmark or by the date of payment at a financial institution.
- Once your payment is processed by the CRA, your account will indicate the accurate date the payment was made.
- Business
- The Business Tax Enquiries line is open.
- The online My Business Account service continues to be available.
- You can use Business Registration Online to get a business number. Go to Business Registration Online – What you can do - Canada.ca.
- Generally speaking, audits will continue. There may be delays in some audit programs as we move to full-service resumption. Where possible, the CRA will continue to engage with taxpayers and their representative regarding new or ongoing audits.
- The Liaison Officer service, which offers free tax help for small business owners and self-employed individuals, is now available. Previously scheduled appointments will be rescheduled as soon as possible following full-service resumption.
- Payroll
- The Business Tax Enquiries line is open.
- The online My Business Account service will continue to be available.
- GST/HST
- The Business Tax Enquiries line is open.
- The Excise and GST/HST Rulings and Interpretations Service is open with reduced capacity.
- The online My Business Account service continues to be available.
- My Business Account registrants will still be able to manage GST/HST accounts and payments.
- Trust
- Trust Returns (T3) may still be filed either electronically or by paper.
- There may be some processing delays over the next few days and weeks for all returns that require additional assessments.
- Excise and specialty taxes
- The Excise and Specialty Tax Directorate enquiries line is back in operation.
- For enquiries related to an account or to the processing status of a return or a related refund or rebate application for the ATSC, you may submit an enquiry online using My Business Account or Represent a Client.
- Customs
- For concerns with obtaining an Import-export program account (RM) visit Contact border information services (cbsa-asfc.gc.ca).
- Charities and giving
- The Charities and giving enquiries line is open.
- Savings and pension plans
- Individual enquiries lines are open . As services return to full capacity priority will be given to callers who need to file a tax return to obtain family or child benefits.
- For plan administrators, the Business Tax Enquiries phone line is open.
- Relief of Penalties and Interest
- Request for relief of penalties and interest are now being processed.
- However, there may be some processing delays over the next few days and weeks as services return to full capacity.
- Taxpayers can continue to submit their requests for relief of penalties and interest when a situation beyond their control has prevented them from meeting their tax obligations.
- Leads and Voluntary Disclosures
Leads
- The leads reporting telephone line is open.
- You can still submit leads online, by fax or by mail.
- However, there may be some processing delays over the next few days and weeks as services return to full capacity.
Voluntary disclosures
- The Voluntary Disclosure telephone line is open.
- You can still submit an application.
- However, there may be some processing delays over the next few days and weeks as services return to full capacity.
- Service feedback
- The service feedback program is available to receive online service complaints, compliments and suggestions.
- You may submit your service feedback using the RC193 - Service Feedback online form.
- You may also send your service feedback and all supporting documents online using the “Submit documents” option on My Account, My Business Account, or Represent a Client.
