Chief Service Officer at the Canada Revenue Agency
Mireille Laroche was appointed as the Chief Service Officer at the Canada Revenue Agency (CRA) in March 2018. She is responsible for leading the Agency’s service transformation to be trusted, fair and helpful by putting people first. Ms. Laroche was also appointed as the Assistant Commissioner of the Service, Innovation and Integration Branch, as well as the role of Chief Data Officer, in September 2018. In this role, she is responsible for leading the effective management and optimization of the Agency’s data in support of its analytics and innovation agenda.
Ms. Laroche is a passionate, hands-on executive with a strong desire to help shift the Agency’s service culture using a people-first approach. She joined the CRA in September 2014 as the Deputy Assistant Commissioner of the Collections and Verification Branch, and became the Assistant Commissioner of the Appeals Branch on April 1, 2016.
Prior to joining the CRA, Ms. Laroche was the acting Assistant Deputy Minister of the Processing and Payment Services Branch at Service Canada. Her substantive position was as Director General of the Canada Pension Plan and Old Age Security Directorate, where she led the modernization agenda for delivering pension services and provided national guidance and direction to the regional pension services delivery networks.
From 2011 to 2013, she served as the Director General of Employment Insurance (EI) Policy with the former Employment and Social Development Canada, where she led the design, policy development and implementation of all Budget 2012 and 2013 EI policy changes.
Ms. Laroche began her career in the public service in 1996 with the Department of Finance, where she worked on various economic and fiscal issues.
She graduated with a Master of Arts in Economics from Queen’s University and holds a Bachelor of Social Sciences with a specialization in Economics and Political Science from the University of Ottawa.
