I am replying to your letter of December 5, 1989, with respect to the tax problems encountered by your constituent, XXX I apologize for the length of time taken to complete XXX review that was necessary in this matter.
XXX case was thoroughly reviewed and considered with the guidelines for recommending remissions. However, after careful consideration of the matters outlined in his letter, I regret that I am unable to recommend the remission of his tax penalty or interest liability.
XXX I am satisfied that XXX has been treated in a fair and reasonable manner similar to any taxpayer in like circumstance.
Where financial setbacks preclude immediate payment of an amount outstanding, the Department strives to ensure reasonable arrangements are made in order that a taxpayer can retire his debt in a manner which is consistent with his ability to pay. In this regard, I am pleased to note that the officials of the Edmonton District Office have met with XXX and arranged a mutually acceptable payment schedule based on his current financial position.
Regrettably I cannot offer XXX the measure of relief he is seeking. However, it is my sincere hope that he will take advantage of the arrangement made by the District Office in an effort to clear up the outstanding amounts.
I wish to thank you for your interest in this matter and trust tht my reply has explained the Department's position.
