RE: Part XIII on Income from Canada of Non-Residents Clause 212(1)(b)(iii)(D)Exception to Chartered Banks
Thank you for your letter of March 19, 1980 concerning the above-noted subject matter.
Your observations noted therein have been reviewed with interest. Although we appreciate your concern in this matter, my Division is unable to accede to your request to waive the withholding tax required, pursuant to the Income Tax Act.
We note, however, that you have directed your recommendation to the proper authority, the Minister of Finance. Your suggestions will, I am sure, be given careful consideration by that Department in its ongoing review of taxation policy.
I regret my reply could not have been more favourable concerning this matter.
