[1] We consider that the passages listed at pp. 56, 58, 60, 84, 90, 93, 115, 37 and 39 of the inspection report, which are the subject of the appeal at bar, do not meet the requirements developed by the courts in implementing s. 20(1)(c) of the Access to Information Act, R.S.C. 1985, c. A-1.
[2] We further conclude that p. 120 of the report should be exempt from disclosure under s. 20(1)(b) of the said Act.
[3] The appeal will accordingly be allowed in part with costs.
[4] The cross-appellant withdrew the cross-appeal. The cross-respondent did not claim costs.
