The
appellant is appealing a decision by Justice Pinard, who found that the Federal
Court did not have jurisdiction to hear the action filed by the appellant.
[2]
The
issues raised in the appellant’s action are undoubtedly purely contractual and
do not raise any questions regarding the Bills of Exchange Act, R.S.C.,
1985, c. B-4. More specifically, paragraph 23(a) of the Federal
Courts Act confers jurisdiction on the Federal Court in relation to bills
of exchange as long as the federal Crown is a party to the proceeding, which is
not the case here.

For
these reasons, it is our opinion that our intervention is not warranted. The
appeal will therefore be dismissed, without costs.
