[1] In our view, no basis has been shown for interfering with the Commissioner's decision of March 25, 1981 rejecting the appellant's patent application of February 23, 1977, either with respect to the merits of that decision or with the alleged denial of procedural fairness. The appeal will, accordingly, be dismissed. There being no "special reason"1 for awarding costs in this statutory appeal, none will be ordered.
