In finding that an activity of training including regarding business process re-engineering did not qualify as an “engineering activity,” CCRA stated:

[T]he context of this provision requires that the activity of the business in question be related to a discipline that is generally within the competence of engineers. Consequently, a business that is primarily engaged in management and training is not engaged in an activity that is generally within the competence of engineers. It is accepted, however, that an engineering activity may have a management aspect without losing the "engineering activity" designation.
